Legal regulation of pharmaceutical activity in Russia: trends and prospects of «modernization» policies

Abstract

In this article, by studying the state-legal framework, the laws of the development of pharmaceutical activity in the Russian Federation at the present stage in the context of ensuring national interests and security are considered. The goal is to reveal the problematic aspects of the legal regulation of pharmaceutical activity in the light of the latest Russian modernization policy, to integrate specific proposals and state-legal instruments into the pharmaceutical market system. Based on a comparative legal study, conclusions were drawn on the need to create a national pharmaceutical registry, organize the production of domestic medicines without patent infringement in a simplified manner, made recommendations to help build an open dialogue between the state and business in the pharmaceutical industry, and develop and maintain a sustainable mechanism for import substitution. funds through public-private partnership tools.
